Numbers 26
Introduction
Numbers 26 marks a pivotal transition in the book. After the devastating plague that concluded Numbers 25 — in which 24,000 Israelites died for their participation in the idolatry and immorality at Baal Peor — God commands a second census. Nearly forty years have passed since the first census at Sinai (Numbers 1), and the generation that rebelled at Kadesh Barnea (Numbers 14) has now perished in the wilderness, exactly as God decreed. This new census is taken on the plains of Moab, within sight of the promised land, and it serves a dual purpose: to count the men eligible for military service for the coming conquest, and to establish the basis for the proportional division of the land among the tribes.
The chapter follows the same tribe-by-tribe format as the first census, though the underlying numbers tell a very different story. The total has dropped only slightly, from 603,550 to 601,730, but individual tribal figures have shifted dramatically. Simeon, whose leader Zimri was at the center of the Baal Peor incident (Numbers 25:14), has lost more than sixty percent of its population. Interspersed with the census data are brief historical notes — the rebellion of Dathan and Abiram, the survival of Korah's line, the daughters of Zelophehad — that connect the raw numbers to the larger narrative of Israel's wilderness journey. The chapter closes with one of the most sobering passages in the Torah: of all those counted in the first census, not a single man remains except Caleb and Joshua.
The Command for a Second Census (vv. 1-4)
1 After the plague had ended, the LORD said to Moses and Eleazar son of Aaron the priest, 2 "Take a census of the whole congregation of Israel by the houses of their fathers — all those twenty years of age or older who can serve in the army of Israel." 3 So on the plains of Moab by the Jordan, across from Jericho, Moses and Eleazar the priest issued the instruction, 4 "Take a census of the men twenty years of age or older, as the LORD has commanded Moses." And these were the Israelites who came out of the land of Egypt:
1 After the plague, the LORD spoke to Moses and to Eleazar son of Aaron the priest, saying, 2 "Lift up the head-count of the whole congregation of the children of Israel, from twenty years old and upward, by their fathers' houses — everyone who goes out to war in Israel." 3 So Moses and Eleazar the priest spoke to them on the plains of Moab, by the Jordan at Jericho, saying, 4 "Count those from twenty years old and upward, as the LORD commanded Moses." The opening phrase "after the plague" ties this census directly to the catastrophe of Numbers 25, where 24,000 died. The plague serves as both the closing event of the old generation and the catalyst for a fresh beginning. With the old generation gone, God calls for a new accounting of a people beginning again.
Eleazar has replaced his father Aaron, who died on Mount Hor (Numbers 20:22-29). This generational shift in priestly leadership mirrors the generational shift happening across the entire nation. Moses alone bridges both censuses.
The census command uses the same idiom as Numbers 1:2: שְׂאוּ אֶת רֹאשׁ ("lift up the head"), the Hebrew expression for taking a census. The phrase conveys dignity — each person is individually acknowledged and counted.
The location has changed dramatically from the first census. The first was taken בְּמִדְבַּר סִינַי ("in the Wilderness of Sinai"), at the beginning of the journey. This one takes place בְּעַרְבֹת מוֹאָב ("on the plains of Moab"), at the edge of the promised land. The entire wilderness period — rebellion, plague, wandering, death — lies between these two locations.
The Hebrew of verse 4 is notably compressed. Some translations supply "take a census of the men" to complete the sense, but the Hebrew literally reads only "from twenty years old and upward, as the LORD commanded Moses." The abruptness may reflect the urgency of the command or may indicate that the full instructions of verse 2 are assumed.
The Census of Reuben and the Rebellion of Korah (vv. 5-11)
5 Reuben was the firstborn of Israel. These were the descendants of Reuben: The Hanochite clan from Hanoch, the Palluite clan from Pallu, 6 the Hezronite clan from Hezron, and the Carmite clan from Carmi. 7 These were the clans of Reuben, and their registration numbered 43,730. 8 Now the son of Pallu was Eliab, 9 and the sons of Eliab were Nemuel, Dathan, and Abiram. It was Dathan and Abiram, chosen by the congregation, who rebelled against Moses and Aaron with the followers of Korah who rebelled against the LORD. 10 And the earth opened its mouth and swallowed them along with Korah, whose followers died when the fire consumed 250 men. They serve as a warning sign. 11 However, the line of Korah did not die out.

Reuben's count has dropped from 46,500 in the first census (Numbers 1:21) to 43,730 — a loss of 2,770. As the firstborn tribe, Reuben held a position of honor, yet the tribe's numbers steadily declined, and it would eventually become one of the smallest tribes in Israel.
The digression about Dathan and Abiram (vv. 8-10) is unique in this census chapter. No other tribe's listing includes a narrative aside. The rebellion of Korah, Dathan, and Abiram (Numbers 16) was a defining crisis of leadership in the wilderness, and its mention here — embedded in a dry census list — serves as a permanent memorial. The word נֵס ("sign" or "warning") in verse 10 marks their destruction as a permanent warning held up before every generation after.
Verse 11 adds a parenthetical note: "But the sons of Korah did not die." This brief statement has real significance for later Israelite worship. The sons of Korah became a prominent guild of temple singers and are credited with composing eleven psalms (Psalms 42, 44-49, 84-85, 87-88). The survival of Korah's line demonstrates that God's judgment on the father did not extend to the children who did not participate in his rebellion — a principle later articulated explicitly in Deuteronomy 24:16 and Ezekiel 18:20.
The Hebrew פְּקוּדִים ("those registered/numbered") is the technical term for census enrollment. It comes from the root פָּקַד ("to visit, attend to, muster"), which carries the dual sense of divine attention — God "visits" his people both to bless and to judge.
The Census of the Remaining Tribes (vv. 12-51)
12 These were the descendants of Simeon by their clans: The Nemuelite clan from Nemuel, the Jaminite clan from Jamin, the Jachinite clan from Jachin, 13 the Zerahite clan from Zerah, and the Shaulite clan from Shaul. 14 These were the clans of Simeon, and there were 22,200 men.
15 These were the descendants of Gad by their clans: The Zephonite clan from Zephon, the Haggite clan from Haggi, the Shunite clan from Shuni, 16 the Oznite clan from Ozni, the Erite clan from Eri, 17 the Arodite clan from Arod, and the Arelite clan from Areli. 18 These were the clans of Gad, and their registration numbered 40,500.
19 The sons of Judah were Er and Onan, but they died in the land of Canaan. 20 These were the descendants of Judah by their clans: The Shelanite clan from Shelah, the Perezite clan from Perez, and the Zerahite clan from Zerah. 21 And these were the descendants of Perez: the Hezronite clan from Hezron and the Hamulite clan from Hamul. 22 These were the clans of Judah, and their registration numbered 76,500.
23 These were the descendants of Issachar by their clans: The Tolaite clan from Tola, the Punite clan from Puvah, 24 the Jashubite clan from Jashub, and the Shimronite clan from Shimron. 25 These were the clans of Issachar, and their registration numbered 64,300.
26 These were the descendants of Zebulun by their clans: The Seredite clan from Sered, the Elonite clan from Elon, and the Jahleelite clan from Jahleel. 27 These were the clans of Zebulun, and their registration numbered 60,500.

35 These were the descendants of Ephraim by their clans: The Shuthelahite clan from Shuthelah, the Becherite clan from Becher, and the Tahanite clan from Tahan. 36 And the descendants of Shuthelah were the Eranite clan from Eran. 37 These were the clans of Ephraim, and their registration numbered 32,500. 38 These were the descendants of Benjamin by their clans: The Belaite clan from Bela, the Ashbelite clan from Ashbel, the Ahiramite clan from Ahiram, 39 the Shuphamite clan from Shupham, and the Huphamite clan from Hupham. 40 And the descendants of Bela from Ard and Naaman were the Ardite clan from Ard and the Naamite clan from Naaman. 41 These were the clans of Benjamin, and their registration numbered 45,600.

The sharpest change is Simeon's decline from 59,300 to 22,200 — a loss of nearly 63%. This is almost certainly connected to the plague of Numbers 25, since the man killed by Phinehas for bringing a Midianite woman into the camp was Zimri son of Salu, "a leader of a father's house among the Simeonites" (Numbers 25:14). The implication is that the Simeonites were disproportionately involved in the sin at Baal Peor. By the time of the tribal allotments in Joshua 19:1-9, Simeon's territory was carved out of Judah's allotment rather than receiving an independent region — a consequence of its diminished size.
Manasseh shows the largest increase (+20,500), nearly doubling in size and for the first time surpassing its brother tribe Ephraim. This reversal is noteworthy given Jacob's blessing in Genesis 48:19-20, where the patriarch placed Ephraim ahead of Manasseh, predicting Ephraim would become the greater tribe. The reversal would prove temporary; Ephraim later reasserted its prominence in the period of the judges and the divided monarchy.
The mention of Judah's dead sons Er and Onan (v. 19) is a brief genealogical note linking back to Genesis 38. Their deaths in Canaan — Er for his wickedness and Onan for his refusal to fulfill levirate duty — meant that the clans of Judah descend through Shelah, Perez, and Zerah. Perez's line, traced through Hezron and Hamul, is the line that leads to David (Ruth 4:18-22) and ultimately to Christ (Matthew 1:3).
Zelophehad's daughters (v. 33) appear here as a prelude to the legal case they will bring in Numbers 27:1-11. Their names — Mahlah, Noah, Hoglah, Milcah, and Tirzah — are recorded both here and in Numbers 27:1, Numbers 36:11, and Joshua 17:3. Their petition for inheritance rights in the absence of male heirs results in a landmark ruling that expanded property law in Israel.
Serah daughter of Asher (v. 46) is one of the few women mentioned by name in these genealogies. She appears also in Genesis 46:17 and 1 Chronicles 7:30. Jewish tradition developed an elaborate body of legend around Serah, crediting her with an extraordinarily long life spanning from Jacob's time into the exodus generation.
Dan's single clan, the Shuhamites (vv. 42-43), is unusual. Despite producing only one clan, Dan's total (64,400) is among the largest. The first census (Numbers 1:39) listed Dan at 62,700, so the tribe actually grew. The contrast between Dan's single clan and the many clans of other tribes suggests either a very different internal structure or that multiple sub-clans were consolidated under one name.
The Hebrew term מִשְׁפָּחָה ("clan") used throughout this chapter designates a kinship unit larger than a household but smaller than a tribe. Each clan traces its name back to a son or grandson of the tribal patriarch, creating a multi-layered social structure: individual, household (בֵּית אָב), clan, and tribe (מַטֶּה).
Instructions for Dividing the Land (vv. 52-56)
52 Then the LORD said to Moses, 53 "The land is to be divided among the tribes as an inheritance, according to the number of names. 54 Increase the inheritance for a large tribe and decrease it for a small one; each tribe is to receive its inheritance according to the number of those registered. 55 Indeed, the land must be divided by lot; they shall receive their inheritance according to the names of the tribes of their fathers. 56 Each inheritance is to be divided by lot among the larger and smaller tribes."
52 Then the LORD spoke to Moses, saying, 53 "To these the land shall be divided as an inheritance, according to the number of names. 54 To a larger group you shall give a larger inheritance, and to a smaller group you shall give a smaller inheritance; each shall be given its inheritance in proportion to those counted among them. 55 However, the land shall be divided by lot; according to the names of the tribes of their fathers they shall inherit. 56 According to the lot, the inheritance shall be divided between the larger and the smaller."

These verses reveal the practical purpose behind the census: the land of Canaan will be distributed proportionally. The Hebrew word נַחֲלָה ("inheritance") appears repeatedly, emphasizing that the land is not merely a military conquest but a divine gift — an inheritance from God to his people. This concept of the land as God's gift, held in trust by Israel, undergirds the entire system of Jubilee land laws in Leviticus 25.
These verses place two distribution methods in apparent tension. Verses 53-54 describe a proportional allocation based on population size, while verse 55 introduces distribution בְּגוֹרָל ("by lot"). The lot was understood as a means of divine decision-making (Proverbs 16:33: "The lot is cast into the lap, but its every decision is from the LORD"). The most likely resolution is that the lot determined which region each tribe received, while the size of each allotment was proportional to the tribe's population. This is how the distribution unfolds in Joshua 14-19.
This is the first time the text looks forward to settlement in the land since the rebellion at Kadesh Barnea (Numbers 14). That generation was told they would never enter the land. Now, with that generation gone, God speaks of the inheritance as a certainty — not "if you enter the land" but simply how the land will be divided.
The Census of the Levites (vv. 57-62)
57 Now these were the Levites numbered by their clans: The Gershonite clan from Gershon, the Kohathite clan from Kohath, and the Merarite clan from Merari. 58 These were the families of the Levites: The Libnite clan, the Hebronite clan, the Mahlite clan, the Mushite clan, and the Korahite clan. Now Kohath was the father of Amram, 59 and Amram's wife was named Jochebed. She was also a daughter of Levi, born to Levi in Egypt. To Amram she bore Aaron, Moses, and their sister Miriam. 60 Nadab, Abihu, Eleazar, and Ithamar were born to Aaron, 61 but Nadab and Abihu died when they offered unauthorized fire before the LORD. 62 The registration of the Levites totaled 23,000, every male a month old or more; they were not numbered among the other Israelites, because no inheritance was given to them among the Israelites.

The genealogical note in verses 58-59 traces the line from Levi through Kohath to Amram, making Amram and Jochebed the parents of Aaron, Moses, and Miriam. Jochebed is described as "a daughter of Levi, born to Levi in Egypt," which raises a chronological question since several generations seem to intervene. Many scholars understand "daughter of Levi" in the broader sense of "descendant of Levi," which is common usage in Hebrew genealogies.
The deaths of Nadab and Abihu (v. 61), narrated in Leviticus 10:1-2, are recalled alongside the deaths of Er, Onan, Dathan, and Abiram earlier in the chapter. This census is haunted by death — not just the anonymous passing of a generation, but specific, named individuals whose deaths marked critical moments in Israel's story. The phrase "unauthorized fire" (or "strange fire," Hebrew אֵשׁ זָרָה) connects them to the fire that consumed the 250 rebels in verse 10.
The Korahite clan is listed among the Levitical families (v. 58), connecting back to the note in verse 11 that "the sons of Korah did not die." Korah himself was a Levite, specifically a Kohathite (Numbers 16:1), and his surviving descendants continued to serve in the Levitical system — ultimately becoming renowned worship leaders.
The End of the Wilderness Generation (vv. 63-65)
63 These were the ones numbered by Moses and Eleazar the priest when they counted the Israelites on the plains of Moab by the Jordan, across from Jericho. 64 Among all these, however, there was not one who had been numbered by Moses and Aaron the priest when they counted the Israelites in the Wilderness of Sinai. 65 For the LORD had told them that they would surely die in the wilderness. Not one was left except Caleb son of Jephunneh and Joshua son of Nun.

These three verses form the theological climax of the chapter. The entire generation of fighting men who left Egypt has perished — over 600,000 men, gone. The census figures are nearly identical in total, but they represent an entirely different population. This fulfills the decree of Numbers 14:29-30, spoken after the people refused to enter the land at Kadesh Barnea: "Your bodies will fall in this wilderness — every one of you twenty years of age or older who was registered and grumbled against me."
The Hebrew מוֹת יָמֻתוּ ("they shall surely die") uses the emphatic infinitive absolute construction — the same grammatical form used in God's original warning to Adam in Genesis 2:17 ("you shall surely die"). The echo is deliberate: disobedience brings death, whether in Eden or in the wilderness.
The contrast between the two censuses is made vivid by the geographical markers. The first census was "in the Wilderness of Sinai" — at the foot of God's mountain, full of promise. This census is "on the plains of Moab by the Jordan, across from Jericho" — within sight of the land, but with an entire generation buried behind them. The journey that should have taken weeks took forty years, and it consumed everyone who began it.
Caleb and Joshua alone survived from the first census. They were the two spies who brought a faithful report (Numbers 14:6-9) and urged the people to trust God and enter the land. Their survival is not merely a reward for courage but a vindication of faith: they believed God's promise, and God kept his promise to them (Numbers 14:30, Numbers 14:38). Caleb's vitality at the age of eighty-five, still claiming his inheritance, is recorded in Joshua 14:10-12.
Moses himself, though present at both censuses, is not listed among the survivors of the first census because he too has been told he will not enter the land (Numbers 20:12). He conducts this census knowing that he, like the generation he has led, will die east of the Jordan. The chapter thus carries an undercurrent of personal grief alongside its national accounting.
